AFFIDAVIT OF PROBABLE CAUSE

Your affiant is Officer Stephanie Racht of the Radnor Township Police Department. I have been a police officer in the Commonwealth since 2012 and have been employed by Radnor Township since 2016. I have been involved in criminal investigations involving crimes of theft, fraud, forgery, and other violations of the Pennsylvania Crimes Code. I swear and affirm that the following information is true and correct to the best of my knowledge.

On February 13, 2026 at approximately 2030 hours, Radnor Police were dispatched to 550 E Lancaster Avenue, Wayne, Pennsylvania (Delaware County) regarding a fraudulent transaction in progress. The suspect was described as a male wearing all black and standing at the service counter.

Upon arrival, I made contact with store manager Darryl Grant who identified the individual later determined to be BLASE C. DI GIANO. Grant stated the subject attempted to return two graphics cards which had previously been tampered with. The subject was detained while further information was obtained. Grant advised he had knowledge of a similar incident involving the same individual at another location and provided receipts showing the value of the items totaled $7,093.02.

Employee Rodman Brown reported that during the return transaction he became suspicious due to inconsistencies with the purchase records, including different states of purchase and different customer names on the receipts. Upon testing, the graphics cards were found to be inoperable, which Brown described as highly unusual.

Statements were obtained from both witnesses. Additionally, Micro Center loss prevention personnel Sean Gleason and David Gibbs provided surveillance footage and information related to the incident.

After transport to RTPD, DI GIANO’s belongings were inventoried. Several credit cards were recovered, including one associated with the business “FI Repairs,” an electronic repair shop located in New Jersey.

Based on the facts and observations listed above, it is believed that BLASE C. DI GIANO intentionally and knowingly deprived the merchant, Micro Center, of two (2) GeForce RTX graphics cards after removing internal GPU components and relabeling the cards as authentic in order to obtain financial compensation. The affiant respectfully requests that the defendant be required to answer to the listed charges in this complaint.
